Varios Hermanos se han interesado por las normas de funcionamiento de la Conferencia Mundial de Grandes Logias Masónicas Regulares, muy especialmente por cuanto afectan al Gran Maestro de la GLE, a su actividad diaria y a sus intenciones de futuro.

¿Para qué sirve la Conferencia Mundial de Grandes Logias Masónicas Regulares (en lo sucesivo WCRMGL)?
Para “compartir información y elaborar y proponer soluciones que promuevan la estabilidad, el progreso y la universalidad de la Masonería simbólica. (Ninguna acción tomada por esta conferencia tendrá un efecto vinculante en ninguna Gran Logia-miembro soberana e independiente)”.
¿Cuáles son las obligaciones del Secretario Ejecutivo de la WCRMGL (OdA)?
1. Presidir tanto el programa como la parte de administración de la Conferencia.
2. Ayudar a la Gran Logia anfitriona a organizar la Conferencia.
3. Revisar todos los trabajos y documentos presentados antes de la Conferencia y determinar cuáles serán presentados.
4. Proponer la fecha y el lugar de la próxima Conferencia Mundial sobre la base de las solicitudes recibidas por escrito de las Grandes Logias que deseen acoger la Conferencia.
5. Seleccionar y designar el orden del día y los oradores presentados por el presidente anfitrión para la próxima Conferencia.
El Secretario Ejecutivo nombra a los miembros del Board o Consejo.
¿El Secretario Ejecutivo (OdA) tiene que ser un Gran Maestro?
No. Puede ser un Gran Maestro o un Pasado Gran Maestro, un Gran Secretario o un Pasado Gran Secretario.
¿Cuánto dura el mandato del Secretario Ejecutivo (OdA)?
El mandato del Secretario Ejecutivo será de 4 años y medio, 3 conferencias, con la opción de ser reelegido para otro mandato con la misma duración.
¿Y si se retira un Secretario Ejecutivo (OdA)?
Si un Secretario Ejecutivo se retira (por voto o renuncia) se convertirá en el Ex Secretario Ejecutivo y será el \»Presidente Ad Vitam\» de la Conferencia Mundial y trabajará asesorando al Secretario Ejecutivo en funciones.
¿Cuánto paga la GLE por pertenecer a la Conferencia?
Una cuota de 300 dólares cada 18 meses.
¿Cuánto paga la GLE por asistir a cada reunión de la Conferencia (cada 18 meses)?
Una cuota de inscripción que no excederá de 400 dólares.

CONSTITUTION / BY-LAWS OF WCRMGL
SECTION I – Name and Symbol:
ARTICLE I – NAME
The Conference shall be known as “The World Conference of Regular Masonic Grand Lodges”.
ARTICLE II – SYMBOL
The symbol of the World Conference will be the spread out world in purple with the Square and Compasses in gold superimposed on it.
SECTION II – PURPOSE:
The purpose of the Conference is to share information and to work out and propose solutions, which shall promote the stability, progress and universality of Craft Masonry. (No actions taken by this conference will have a binding effect on any sovereign and independent member grand lodge.)
SECTION III – ORGANIZATIONAL STRUCTURE:
ARTICLE I – MEMBERSHIP
The World Conference will be open to Regular Masonic Grand Lodges only.
Participation in the conference may include all regularly constituted and operating Grand Lodges that are recognized by a minimum of fifty (50) regular Grand Lodges. (A newly consecrated grand lodge will have three years to be recognized by the minimum requirement.)
ARTICLE II – REPRESENTATION:
The Grand Master or his representative and the Grand Secretary/Grand Chancellor will be the only ones permitted to be seated at the conference table and address the Conference. Each Grand Lodge will have one vote on all matters.
SECTION IV – OFFICERS:
(A) EXECUTIVE SECRETARY:
DUTIES
1. Will preside over both the program and the business portion of the Conference.
2. Assist the host Grand Lodge in Organizing the Conference.
3. Review all papers and documents presented prior to the Conference and determine which will be presented.
4. Propose the date and place of the next World conference based upon applications received in writing from those Grand Lodges desiring to host the Conference.
5. Select and designate the agenda and speakers submitted by the host chairman for the next Conference.
QUALIFICATIONS AND TERM OF OFFICE:
1. The Executive Secretary must be a Grand Master or Grand Secretary or a Past Grand Master or Past Grand Secretary.
2. The term of office of the Executive Secretary will be 4 years and a half, conferences, with an option to be re-elected for another mandate with the same term.
3. The Executive Secretary will be elected by a simple majority vote of the members present and he will be General Chairman for the period of time between two World Conferences.
4. If an Executive Secretary should retire (by vote or resignation) he will become the Former Executive secretary and will be “Ad Vitam President” of the World Conference and will work and advise the Executive Secretary in office.
(B) HOST GRAND MASTER (GRAND LODGE):
DUTIES
1. Organize, orchestrate the program portion of the conference.
2. Oversee the publication of all papers presented at the conference and distribute in English, French, Spanish and Portuguese.
3. Provide a proof copy of the brochure prior to printing to Executive Secretary.
4. Should the Executive Secretary be temporarily unable to fulfill his responsibility, the hosting Grand Master will be responsible in the interim in preparing for and conducting the Conference.
(C) THE BOARD:
1. The Board of the World conference is composed of representatives of all the continents. One of the members of the Board shall perform the duty of Scientific Secretary.
2. The Members of the Board are appointed by the Executive Secretary.
Section V- MEETINGS:
The Conference will meet every 18 months, unless otherwise decided by a simple majority vote of the members present.
Every attempt will be made to rotate the Conference on a continent to continent basis.
English, French, Spanish and Portuguese will be the official languages of the Conference. (The host Grand Lodge may add other languages.)
There will be no discussion of a political or religious nature except on a broad basis as it affects Freemasonry.
Grand Lodges attending the Conference will have an equal voice and vote.
No Grand Lodge will attempt to use the World conference as a platform to seek special favors for financial assistance from any participating Grand Lodge.
The Executive Secretary will have the final decision on which Grand Lodge will be permitted to attend the conference.
SECTION VI – FINANCES:
(A) The host Grand Lodge may charge a registration fee not to exceed US $400 per participant and/or US $200 per observer.
(B) A fee of $300 from each Grand Lodge shall be paid every18 months to support the operating expenses between the Conferences.
SECTION VII – COMMITTEES:
(A) Only Grand Masters, Past Grand Masters, Grand Secretaries or Past Grand Secretaries will be eligible to serve on committees.
(B) A Constitution/By-Law Committee will review, update or recommend amendments to the Constitution/By-Laws.
(C) Committee for Information on Recognition in Regularity.
A committee of five members will be established and attached to the office of the Executive Secretary of the World Conference to work under his direction in order to collect any necessary information on the position of the following existing organizations regarding his recognition of a Grand Lodge.
· The Commission on Information for Recognition of the Conference of Grand Masters of North America
· The Inter-American Masonic Confederation (C.M.I.)
· The Conference of Grand Masters and Grand Secretaries of Africa
· The Conference of Grand Masters and Grand Secretaries/Chancellors of Europe
· The Board of General Purposes of the United Grand Lodge of England
The committee will function only to provide information to the participants of the World Conference of Regular Masonic Grand lodges.
SECTION VIII – AMENDMENTS TO THE CONSITUTION/BY-LAWS:
(A) Amendments to the Constitution/By-Laws must be submitted in writing and read at the regular meeting of the World Conference. A two thirds majority vote of delegations present is needed to amend the Constitution.
(B) Develop the brochure announcing the Conference and submit it to the Grand Secretary prior to mailing.
(C) Print and distribute to all participating Grand Lodges a report of the Conference including all papers presented in the 4 conference languages of Conference within Six months of the event.

Mientras los dirigentes de la GLE ocultan la información y no responden a los Hermanos (que también son los socios que pagan TODAS las actividades de la GLE y de sus jefecillos) TM da información, toda la información de la que dispone, para que los Hermanos (y socios) vean la diferencia y actúen como Masones.
OdA salió elegido con 36 votos frente al candidato de la GL de Rumania que obtuvo 30. Alguien propuso una segunda votación para que el nuevo Secretario Ejecutivo resultara elegido con un apoyo más significativo. OdA, incapaz de cualquier gesto de generosidad o de grandeza, se negó. Así es este sujeto.
